Instead of gathering with family for 4th of July celebrations this year, the family and community of Jayland Walker mourned the tragic loss of their 25 year old son, a church member who was adored by elders in his community. During a police stop on the evening of June 27th, Jayland suffered at least 60 wounds that were the result of gunfire; Walker was shot 90 times.

On the evening of October 30th, 15 year old Quawan Charles was picked up from his father’s house by a white male and his mother. His disfigured body was found November 2nd. The parish of St. Mary refuses to release the findings of the autopsy.

Daniel Prude was suffering a mental health crisis on March 23 when his brother contacted police for assistance. Seven officers responded and as a result of the interaction with the police, Daniel is dead.

Overall the Justice in Policing Act (JIPA) addresses most of the policies that MUSC has been advocating for since its inception. The Act would establish national standards for training and operation of police departments that would be mandated at the federal level and uses the power of funding to encourage adoption of the same standards at the state and local level. It addresses the systematic racism and bias that affects how our Black boys and men are treated by law enforcement and puts in place substantive measures for better data collection and clearer guidelines for effective prosecution.

We are pleased to hear that charges have been upgraded to second degree murder for the principal assailant, Derek Chauvin, in the murder of unarmed citizen George Floyd and have now also been filed against the remaining three officers involved for aiding and abetting a murder. We are also grateful that civil rights charges have been filed by the Minnesota Department of Human Rights against the Minneapolis Police Department in relation to the death of George Floyd. Additionally, we support the department’s investigation into the Minneapolis Police Department.

Though there have been multiple police killings since Eric Garner, mostly by gunfire, I never thought I would again see anything so brutal, so heartless, so casually callous as his murder. This week, I was proven wrong. George Floyd, accused of the very non-violent crime of forgery, was brutally murdered as a crowd watched in broad daylight when Minneapolis police officer Derek Chauvin decided to restrain him on the ground by pressing his knee into his neck as he held him for arrest.

United for Social Change is deeply disturbed to learn that the police officer who shot and killed 12-year-old Tamir Rice has been hired as part-time police officer in Bellaire, a village in southeastern Ohio. Tamir Rice was playing with a toy gun in a park near his home when Loehmann ruthlessly shot and killed him in November of 2014. Officer Loehmann was never criminally charged with Tamir Rice’s death, despite clear video evidence showing that he fatally shot Tamir Rice after 2 seconds of arriving to the park.

There is no greater tragedy than putting oneself into the custody of those who have sworn to maintain and protect the peace; only to have them perceive you as a threat and kill you. This is the fate that met Earl McNeil this spring when during the early morning hours of May 26, 2018, Earl McNeil became mentally distressed. He went to the National City Police Department (NCPD) for help. There, he picked up a red emergency telephone mounted to the wall outside the building and without knowing it, sealed his tragic fate.

On August 5, 2016, 26 year old Biology student at Tuskegee University, Jamarion Robinson was shot over 76 times by a task force comprised of police officers from seven different Atlanta-region agencies (including Fulton, Clayton, Gwinnett County police and US Marshals), while in his girlfriend’s apartment in East Point, Georgia. Seven officers entered Jamarion Robinson’s girlfriend’s home to serve a warrant, broke down the door and immediately began unloading bullets into the home. The officers did not check to verify how many people were in the home when they sprayed bullets from their semi-automatic weapons. The officers also knew that Jamarion suffered from mental health issues, and was at the time suffering from bipolar disorder and paranoid schizophrenia and had not been taking his medication. Other than pounding on the door, they made no effort to engage Jamarion and no efforts to de-escalate the situation. Jamarion had no history of any violent crimes, nor was he a convicted felon.

On March 22nd, Danny Ray Thomas was killed by a Harris County Sheriff’s deputy in Houston TX. Mr. Thomas was behaving erratically in an intersection, with his pants at his ankles and foaming at the mouth, clearly in a severe mental health crisis. Officer Cameron Brewer approached Mr. Thomas with his gun drawn and fired within seconds, killing Mr. Thomas. No weapon of any kind was found on Mr. Thomas and video of the incident shows him to clearly be confused but behaving in a non-threatening manner.

On April 5th, 2018, 26 year old Diante Yarber was profiled and murdered by Barstow PD officers in a barrage of bullets. While waiting in the parking lot of a Walmart for one of his passengers to return from shopping, Yarber's vehicle was called into the police as "suspicious." Responding to the call, officers attempted to box in Yarber who tried to maneuvered his car around the police vehicles. In a crowded Walmart parking lot, police officers decided to halt Yarber’s vehicle by unleashing over 30 rifle rounds into the car's windshield and driver side door.

On Sunday night, March 18, 22-year-old Stephon “Zoe” Clark was shot 20 times by Sacramento police officers in his own backyard. The officers on the scene were responding to a report of a suspect breaking windows of vehicles. The officers confronted Mr. Clark in the backyard of his grandmother’s home, where he lived. Responding to officers’ commands, he raised both hands above his head and was executed. Officers on the scene said they thought Stephon had a gun; the only item recovered at the scene was Stephon’s cell phone.

In Troy, AL, police officers have again displayed unnecessary use of force in issuing an arrest. On Dec. 23, 2017, 17 year old Ulysses Wilkerson was chased by police and seriously injured after police say he went for his waistband. The teenager was seen coming from behind a business in downtown Troy when approached by officers. He fled and the officers gave chase then used excessive force to subdue him resulting in Mr. Wilkerson suffering a cracked eye socket and a severe brain injury.

On November 9, 2017, Christopher Ballew, a 21 year-old male, was violently assaulted by two police officers in Pasadena, CA. The November incident was the fifth incident of police brutality in Pasadena in as many years. Clearly, the Pasadena police department has a pattern and practice of use of excessive force that has resulted in death and serious bodily injury; it is in dire need of reform.
